Chapter 1 General Provisions
Article 1 In order to ensure the smooth progress of the university’s undergraduate enrollment work and effectively safeguard the lawful rights and interests of the university and candidates, this Article is formulated in accordance with relevant laws such as the Education Law of the People’s Republic of China, the Higher Education Law of the People’s Republic of China, the relevant regulations of the Ministry of Education and the “Chang’an University” Articles, combined with the actual situation of the university's undergraduate enrollment work.
Article 2 University name: Chang'an University. The national standard code of the institution: 10710. Address: Middle Section of South Second Ring Road, Xi'an City, Shaanxi Province. Superior authority: Ministry of Education of the People's Republic of China. University level and type: Directly under the Ministry of Education, full-time public undergraduate, national world-class discipline construction university, jointly established by the Ministry of Education, the Ministry of Transport, the Ministry of Natural Resources, the Ministry of Housing and Urban-Rural Development, and the Shaanxi Provincial People's Government.
Article 3 Certificate issuance: Those who meet the graduation requirements of their major within the prescribed time limit will be awarded a Bachelor's degree certificate of Chang'an University; those who meet the relevant provisions of the university's degree awarding will be awarded a bachelor's degree certificate for ordinary higher education graduates.
Article 4 Chang'an University undergraduate enrollment includes general science, engineering, literature and history, Sino-foreign cooperation project, national special projects, college special projects, recommended students, high-level art troupes, high-level sports teams, art classes, inland Tibet classes, inland Xinjiang high university classes, and ethnic minority preparatory courses Classes, enrollment of overseas Chinese from Hong Kong, Macao and Taiwan.
The university enrollment work will fully implement the spirit of the relevant documents of the Ministry of Education, based on the principles of fairness, justice, and openness to select the best candidates.
Article 5 Chang’an Dublin International College of Transportation（non-independent legal person） is a Sino-foreign cooperative education institution approved by the Ministry of Education and co-organized by our university and the University College Dublin. When students enroll, they will be registered in both universities. CDIC adopt the 4+0dual degree training model (study at Chang'an University for four years). CDIC offers three undergraduate majors: Civil Engineering Infrastructure, Automotive Engineering and Transport City Planning and Environmental Policy. If students have completed all the courses stipulated in the talent cultivation program jointly developed by both parties, passed the course with required grades and obtain the required credits, they can obtain the undergraduate diploma and bachelor degree certificate issued by the University College Dublin and Chang'an University.
Chapter II Organization and Responsibilities
Article 6 The Admissions Leading Group of Chang'an University is responsible for collective review and decision-making on admissions policies.
Article 7 The Admissions Office of Chang'an University, as a permanent work organization of the university, carries out its work under the leadership of the admissions work leadership group, and is responsible for the daily work of the university's undergraduate enrollment.
Article 8 The university discipline inspection and supervision department supervises the enrollment work. At the same time, the enrollment work accepts the supervision of candidates, parents and all walks of life.
Chapter III Admissions Plan and Admission
Article 9 The admissions work of Chang'an University is under the unified leadership of the Ministry of Education, in accordance with the principle of universitys are responsible for admissions supervision [referring to the provincial (regional, municipal) education administrative department or admissions examination agency]. The university will carry out the enrollment of students in all provinces (regions, cities) under the organization of the educational administrative department or the enrollment examination agency.
Article 10 Chang'an University recruits students from: all over the country. According to national policy requirements, it strives to promote the fairness of regional, urban and rural enrollment opportunities, optimizes the structure of our university’s student source, and makes overall consideration of factors such as the number of candidates in each province, the quality of student sources, and the employment situation of various majors, and determines the province (region), City) sub-specialized enrollment plan. The annual enrollment plan and the enrollment plan by province (autonomous region, city) by profession are subject to the announcements of the Ministry of Education and the provincial enrollment examination agencies.
The university uses 1% of the total number of enrollment plans as a reserved plan, which is mainly used for the imbalance of online student sources in various regions and to solve the admission of candidates with the same score.
Article 11 Admission Principles
1. Read the files according to the scores provided by the provincial enrollment examination institutions (the recognized bonus points do not exceed 20 points, according to the national policy of the Ministry of Education). The bonus point policy does not apply to those enrollment that is from province that do not have the plan. In principle, for batches of files submitted in order, the ratio of the university's access to candidate files is controlled within 120%; for batches of files submitted with parallel order, the shift ratio is controlled within 105%.
2. For batches of submissions in order, in the case of insufficient first-will candidates, non-first-volunteer candidates will be selected according to the candidates' scores in descending order. If the qualified non-first-volunteer candidates are still insufficient, university can recollect admission wishes. unfinished plans can be fulfilled by recollecting admission wishes according to the batches of parallel voluntary submission. If the recruitment is still insufficient, the remaining plans will be transferred to other provinces with good quality of students to complete the enrollment plan.
3.Admission to majors is based on the scores first. There is no score difference between each major willings (Inner Mongolia Autonomous Region is admitted in accordance with the 1:1 range of enrollment plan according to the principle of major willing queuing. Those who exceed the range of 1:1 are admitted. Candidates are admitted in accordance with the principle of score priority). Within the scope allowed by the scale of professional enrollment, the university will appropriately adjust the professional enrollment plan according to the candidates' professional wishes. For candidates whose professional wishes cannot be satisfied, if they subject to the professional swap, the admission will be transferred according to the results of the file combined with the conclusion of the physical examination, until the enrollment quota is full; if they are not willing to accept the professional transfer, they will be withdrawn.
4.In the case of the same scores in the file, the applicants with higher scores in related subjects of mathematics, Chinese, and foreign languages (in the order) will be admitted; In provinces that publish the comprehensive quality evaluation plan, students who have high comprehensive quality evaluation information will have priorities for admission.
Zhejiang, Shanghai, Beijing, Tianjin, Hainan, and Shandong only admit candidates whose selected subjects are consistent with the major requirements.
In Jiangsu Province, the grade of the test taker in selected subjects must reach B.
5.Our university does not limit the ratio of male to female students in general enrollment majors.

7. For small-category enrollment projects such as special admission of colleges and universities, high-level art troupes, high-level sports teams, arts, and recommended students, the enrollment guidelines or implementation measures shall be issued separately in accordance with the relevant documents of the Ministry of Education. The scores of the unified test of directors must reach the control line of the batch, and the scores of culture courses of CDIC entrance examination must reach admission control line of first batch of undergraduates’ admission line (combined batches of provinces, according to the provincial guideline) for general major students of their local province. Best admissions are selected according to cultural course results of CDIC entrance examination as well as the single course score of respective major and the compilation and directing professional unified examination results. Physical education and social sports guidance and management majors are admitted according to the results of each province (region, city), and the best are selected according to the provincial unified examination results of the sports major and the cultural class scores of CDIC entrance examination at the same time.
8. Candidates applying for architecture (including architecture, urban and rural planning, landscape architecture) should have the corresponding art foundation. Candidates applying for English and Japanese majors shall be subject to the filing rules of the provincial education administrative department or the admissions examination agency, and the university does not make additional requirements for the oral examination.
9.In Sino-foreign cooperative education majors, English, Japanese, engineering experimental classes, international engineering majors, and arts, and minority preparatory courses, the public foreign language courses for undergraduate teaching of their majors only requires English course. Candidates whose foreign language is not English should be careful to fill in their applications.
Chapter IV Supplementary Chapter
Article 12 The university implements major-category enrollment. After admission, students who are admitted in the professional category will be professionally split in accordance with the professional split method. The major-category enrollment plan will be disclosed on the Chang'an University undergraduate admissions network on an annual basis. In the cases of university’s reforming and adjusting the general enrollment and professional diversion, relevant diversion and management methods after enrollment should be followed.
Article 13 After entering the university, freshmen shall conduct a re-examination of their admission qualifications in accordance with the relevant regulations of the state and the university. The unqualified students shall be dealt with in accordance with the relevant regulations of enrollment work.
Article 14 The university has established an incentive mechanism for the growth of students as the goal, as well as a full-staff, all-round, and full-process guarantee mechanism to ensure that students with financial difficulties can complete their studies.
The incentive mechanism includes national scholarships, university scholarships, social donation scholarships, etc.; the guarantee mechanism includes national student loans, national grants, national inspirational scholarships, work-study grants, social donation grants, temporary living difficulties subsidies, winter cold Subsidies, special funding funds for families with registered cards and students with equal difficulties. Article 15 The university collects tuition and accommodation fees (including Sino-foreign cooperative education majors) in accordance with the relevant regulations of the Ministry of Education and the standards approved by the Shaanxi Provincial Development and Reform Commission.

Article 17 Our university does not entrust any intermediary agency or individual to conduct enrollment work, and there is no charge for related work that is not specified by the state. For intermediary agencies or individuals that conduct illegal enrollment activities in the name of our university, our university reserves the right to take legal action.
Article 18 This charter is interpreted by the Admissions Office of Chang'an University.
Article 19 This charter shall be implemented from the date of promulgation.
